Question One: Does a reduction of the human rights regime to civil and political rights and a further reduction to emergency protection against gross violations (like Darfur) obscure the structural inequalities which might underlie such violations? Question Two: How do the international and regional human rights regimes, both normatively, structurally, and operationally, reflect, accommodate, structure, or disregard European-non-European difference?
