Consider that the most difficult software phase of a C2 system is software maintenance. As has been widely documented, software maintenance (e.g., software error correction, adapting to environment changes, and adding new enhancements) accounts for approximately 80% of the software life cycle cost. Thus, the major focus in software development should be directed to constructing highly maintainable systems.

Discuss how you plan for future enhancements to keep the total life cycle cost down especially when few organizations plan for sustainment cost.
